Ibn Jawzi said about the women of Rome and India:
وأكثر العفايف موعبات، وإنّما صار الزنى وطلب الرجال في نساء الهند والروم أتمّ، لأن شهوتهن للرجال أشد، وليس لذلك علّة إلا وفارة القُلفة، ولمَّا تعمَّق أهل الهند في توفير حظ الباه منعوا من الختان.
“Most chaste women are restrained and modest. As for the prevalence of fornication and the pursuit of men among the women of India and Byzantium (Rome), it is more complete (i.e., widespread), because their desire for men is stronger. And there is no other reason for this except the abundance of the clitoral hood (i.e., uncircumcision). When the people of India deeply pursued maximizing sexual pleasure, they forbade circumcision.”

According to Ibn Jawzi, one of the reasons for lesbianism is the absence of female circumcision.
He said:
وأكثر ما يدعو النساء إلى السحاق أنهن إذا ألزقن موضع مَحزِّ الختان، بموضع محزِّ الختان، وجدن هناك لذة عجيبة، وكلما كان ذلك منها أوفر كان ذلك السحق ألذّ، ولذلك صار حذّاق الرجال يضعون أطراف الكَمَر ويتعمدون بها محزّ الختان، لأن هناك مجتمع الشهوة
What most often leads women to engage in lesbian relations is that when they bring together the circumcision area (clitoris) of one woman with that of another, they experience an extraordinary pleasure. The more prominent this area is, the more intense the pleasure derived from such acts becomes. This is why experienced men deliberately focus on stimulating the circumcision site during intimacy, as it represents the focal point of sexual pleasure.

Important Note:
All ahadith about female circumcision are weak, as explained by Imam Abu Dawood and Ibn al-Mundhir.
Female circumcision does not mean removing the entire part. It’s just a small, harmless cut similar to male circumcision i.e. a minimal procedure involving the removal of a small part of the clitoral hood without touching the clitoris itself. This is not considered mutilation and isn’t even classified under Type IV female genital cutting by international standards. In fact, a similar procedure, clitoral hood reduction, is legally performed in many countries today for cosmetic or comfort-related reasons. When done within these limits, it typically causes no harm and may even lead to increased comfort or satisfaction.
Islamic Ruling:
– It’s NOT fardh (compulsory)
– It’s NOT a confirmed Sunnah
– Most scholars say it’s just desirable only in childhood.
– Adult women should NOT be forced or asked at all. No Islamic proof requires it after puberty.
– No sin if skipped even in childhood, so one may completely avoid it, This explains why majority of Muslims don’t practice it.
– This (i.e. the absence of female circumcision is reason of lesbianism and illegal sex with men) was Ibn al-Jawzi’s opinion you can agree or disagree. It’s not an Islamic law, just his view.
